Karachi was the capital of Pakistan from 1947 to 1959, but Rawalpindi served as the capital from 1959 to 1967, while Islamabad was being built. "Rawalpindi" is at least an equally acceptable answer to this question.
Rawalpindi and Islamabad now form a single metropolitan district.
